The factors controlling oxygen in marine waters are the factors that control the physical water movement, both in the vertical and horizontal, and also factors that influence the amount of organic material in the water. Stratification and flushing are related to the water movement, in the vertical and horizontal, respectively. Natural organic production and respiration influence the amount of material in the water, as do human-caused loadings of nutrients or carbon. This is much easier to explain with pictures...
